Job Type: BBBH136588 Telephone: We are currently looking to recruit an experienced, motivated individual to manage our successful Planning Policy Team based in Dereham, Norfolk. This will involve taking a lead role on the planning policy service provided to Breckland Council. As part of this, there is the responsibility for agreeing and delivering an annual programme of planning policy work for the Council and overseeing the successful delivery of a wide range of projects.We are looking for an experienced Planning Policy Manager to join at an exciting time for the Breckland District Council/Capita Partnership seeking to deliver a comprehensive update to the Breckland Local Plan. Breckland sits in the heart of Norfolk within half an hour of Norwich city and the beautiful North Norfolk coast. and covers an area of 1,305 kilometres and is one of the largest rural districts in England. Nestling just on the Norfolk/Suffolk border Breckland is centred round the five main market towns of Attleborough, Dereham, Swaffham, Thetford and Watton. There are also 112 parishes in Breckland but the majority of the population is centred round the five market towns.Breckland is in the process of updating the Breckland Local Plan which was adopted in November 2019. You will be the lead on driving the Local Plan Update towards submission and adoption. The Council is also producing a Design Guide to ensure that development within the District is developed to the highest standard. You will be responsible for delivering that as well as contributing to the Council's economic and housing agenda. As our Planning Policy Manager you will:? Manage a small team of planning professionals delivering the annual work programme of planning policy work for Breckland Council; ? Provide support and advice to the development management team, on strategically important planning applications, enforcement and appeals; ? Ensure support is provided for the production of Neighbourhood Plans throughout the production process including new designations for neighbourhood areas. ? Provide timely, comprehensive and accurate reports and recommendations on planning policy issues; ? Attend and present to Breckland Council's Committees; ? Provide professional advice on planning matters to clients, the public, Members of the Council, and others as necessary; ? Attend and present at various public meetings; including to Town and Parish Councils in the District which may include weekend and/or evening work on occasion; ? Support the Council in delivering its economic and housing growth agenda; ? Keep up to date with current legislation and policy changes, including CPD requirements;Your experience will include:? Experience of working in planning in a public or private sector environment; ? Management of, or substantial demonstrable involvement in, the delivery of a Local Plan ? Management or supervisory experience within a planning policy environment ? Educated to degree level in a relevant subject; ? Proven experience of working effectively in a team and working to common goals; ? Good verbal and written communication skills with experience of preparing reports and presentations; ? The ability to prioritise and proactively manage workloads to key deadlines; ? Proficiency in MS Office (Word, Outlook, Excel, Powerpoint, Access etc.); ? The ability to use your own initiative to solve challenges working as part of a team and under direction; ? Knowledge of current planning legislation, regulations and guidance relevant to planning policy; ? Experience of dealing with customers by phone, e-mail and face to face; ? The ability to consider a wide range of complex issues and balance those issues to make a clear and reasoned judgement; ? The post holder will be expected to work flexibly to meet the commercial and contractual requirements of the business.What's in it for me?? c£60,000 + car allowance subject to knowledge and experience; ?
